Dairy manufacturer licence guidance

Who this licence suits?

This licence is for businesses whose main activity is manufacturing dairy food in Victoria.

You must hold a dairy manufacturer licence before you start operating, unless Safe Food Victoria confirms that an exemption applies.

When you may not need this licence

You may not need a dairy manufacturer licence if dairy food is a minor part of your overall business activities. This is generally where dairy products make up less than half of your total food production.

Exemptions are not automatic. Safe Food Victoria will assess each business case by case, considering factors such as:

  • the type of activities you carry out
  • the level of food safety risk
  • how much of your business involves dairy food
  • whether you already hold another food registration or licence

Before you apply

Before applying, make sure you understand your legal responsibilities and have the right systems in place.

You should:

  • make sure your premises and equipment are suitable
  • have a documented food safety program that is suitable for your dairy manufacturing activities
  • make sure you understand and can implement your food safety program when you start operating
  • check whether additional approvals apply to your products
  • check whether you need export registration
  • make sure you have the skills to manage food safety in your business.
